Türkiye has taken another major step in strengthening its maritime and digital defense infrastructure. Under the coordination of the Presidency of Defense Industries (SSB), HAVELSAN has completed and commissioned the Turkish Coast Guard Headquarters Data Center, built entirely with domestic technologies as part of the SahilNET Project. The new facility represents the first milestone in a comprehensive digital modernization program for the Coast Guard Command.
Originally launched with an agreement signed during the IDEF 2021 Defense Exhibition, the SahilNET Project aims to establish a secure, integrated, and data-driven management system for the Coast Guard. The new data center will serve as the backbone for information storage, operational communication, real-time coordination, and decision support across command units.
During the inauguration ceremony, Coast Guard Commander Vice Admiral Ahmet Kendir highlighted the importance of the development, stating:
“Our command continues to expand in scope and responsibility, and with that comes new technological needs. The Headquarters Data Center is a critical step in our digital transformation.”
SSB Vice President Mustafa Murat Şeker emphasized that the presidency will continue to support the Coast Guard’s technological requirements and expressed satisfaction with the successful completion of the first phase. HAVELSAN CEO Mehmet Akif Nacar underlined that the company’s goal is to establish a fully integrated data management and communication architecture, connecting all Coast Guard units under one digital network.
The SahilNET Project includes the development of 35 indigenous software modules, with HAVELSAN’s proprietary systems integrated into the architecture:
EVRAKA: Document and record management
KOVAN: Next-generation enterprise resource management
LİMAN: Account management system
KAŞİF: Geographical information and mapping system
DATA PLATO: Business intelligence platform
DATAFLOWX: Data diode for secure information transfer
The project, expected to include 2.5 million lines of code, will not only build a robust software ecosystem but also establish a dedicated network infrastructure, local server rooms, and new-generation hardware systems across regional Coast Guard units.
Once fully implemented, SahilNET will provide Türkiye with a nationally secured, fully integrated maritime command network, enhancing data sovereignty, operational efficiency, and cybersecurity resilience in the protection of the “Blue Homeland.”
