The ALTAY Tank Project, involving experienced managers from institutions such as BMC and OYAK, is recognized as a turning point in Turkish defense industry history. Murat Yalçıntaş, General Director of OYAK, who participated in the project, emphasizes in his book "The Unknown Story of the New Altay" that preserving the institutional memory of work carried out by thousands of engineers, technicians, and managers is of critical importance. Yalçıntaş's approach demonstrates how knowledge transfer between generations in defense projects is essential for preventing repeated mistakes and accelerating successful implementations.
The public discourse surrounding the ALTAY Tank has primarily focused on the development of the domestic BATU engine. However, Yalçıntaş argues that the real transformation occurred at a deeper level. The philosophical shift in Turkey's defense approach involves designing and developing platforms according to the specific requirements of the Turkish Armed Forces, rather than purchasing ready-made systems from abroad. This methodology is rooted in the recognition that imported systems cannot always fully meet national requirements, necessitating the development of solutions tailored to Turkey's conditions.
The inability to source the power group from abroad during the serial production phase elevated the strategic significance of the ALTAY Tank Project. This constraint prompted Turkey to develop critical subsystems domestically, ultimately leading to the BATU engine program. Today, most national defense projects have adopted the design philosophy initiated by ALTAY. Programs such as the KAAN fighter aircraft, HÜRJET trainer aircraft, MİLGEM frigate, and BAYKAR UAV platforms demonstrate how widespread the national design and localization principle has become.
OYAK, as one of Turkey's largest industrial groups, prefers to play a complementary role in the defense sector rather than engage in direct competition. The group focuses particularly on dual-use technologies and develops areas such as high-quality steel production. This steel is applicable in both mining and military applications (armor steel). Coordinated work with foundation companies such as ASELSAN, ROKETSAN, and TUSAŞ ensures the efficient operation of the Turkish defense industry ecosystem.
The proper communication of defense industry projects to the public plays a critical role in attracting qualified human resources to the sector. Project managers have observed that when young people understand the strategic importance of the defense sector, their inclination to pursue careers in this field increases. The role of media and communication tools in conveying defense industry achievements and technological developments to society directly impacts the sector's ability to meet its qualified workforce needs.
