Turkish and Romanian defence industry companies have launched an important cooperation initiative to support the modernization needs of the Romanian Armed Forces. Otokar, one of Türkiye’s leading land systems manufacturers, Romania-based Bluespace Technologies and Turkish autonomous technology company Elektroland have formed a strategic consortium for the Multipurpose Unmanned Ground Vehicle Program.
The cooperation aims not only to deliver a new unmanned ground vehicle platform but also to create long-term local defence industry capability in Romania. The project focuses on local production, technology transfer, supply chain development and the establishment of sustainable maintenance and support infrastructure. In this respect, the program goes beyond a traditional procurement model and represents a broader industrial partnership.
The first solution developed by the consortium was unveiled at the BSDA defence exhibition in Romania. Designed in line with NATO standards, the modular unmanned ground vehicle platform was developed to respond to the region’s growing need for unmanned systems. The vehicle stands out with its mission flexibility, interoperability with allied systems and ability to adapt rapidly to different operational scenarios.
The structure formed by Otokar, Bluespace Technologies and Elektroland combines critical capabilities such as vehicle production, autonomy systems and mission equipment integration. Romanian defence companies are expected to take part in the production of key subsystems. This approach aims to create high-value industrial capacity in Romania and strengthen the country’s defence ecosystem in the field of unmanned ground systems.
The unmanned ground vehicle introduced at the exhibition is built on a modular 6x6 chassis and designed with a 1-ton payload capacity. One of the platform’s most important features is its ability to be adapted quickly to different mission variants without requiring structural modifications. This allows the vehicle to support reconnaissance, surveillance, logistics support, combat support, electronic systems carriage and other mission-specific roles.
Its architecture is designed to be fully compatible with NATO platforms and allied command-and-control systems. The vehicle is expected to operate in coordination with Otokar’s COBRA II 4x4 fleet and other allied systems, offering the Romanian Armed Forces a significant operational advantage in joint missions. This structure will also support the coordinated use of manned and unmanned ground platforms within the same operational network.
The platform is expected to reduce risks to military personnel in high-threat missions. It can serve as a force multiplier in areas such as border security, reconnaissance and surveillance, critical facility protection, logistics support and operations in dangerous zones. As autonomous systems gain increasing importance on the battlefield, this project represents a new stage in Romania’s land forces modernization efforts.
The cooperation between Otokar, Bluespace Technologies and Elektroland is also an important example of the Turkish defence industry’s growth strategy in Europe, focused on local production and technology transfer. The capability to be established in Romania will address regional defence needs while strengthening the role of Turkish companies in joint development and production models with NATO countries. The project stands out as a strategic step that could take Turkish-Romanian defence industry cooperation to a higher level in the field of unmanned ground vehicles.
