Otokar, one of Türkiye’s leading land systems manufacturers, has reached another major milestone that strengthens its position in the European defense market. With the first batch of Cobra II 4x4 armored vehicles produced for Romania officially entering service, the company has passed an important threshold in its large-scale land platform program for the country. According to the available information, the first vehicles were delivered in June 2025 and are now being actively used by the Romanian Land Forces. This delivery represents one of the first concrete steps in the implementation of the total 1,059-vehicle order.
One of the most significant aspects of the Romanian program is that it goes beyond a simple vehicle delivery contract. The project also includes plans for local production of Cobra II vehicles in Romania in the near future. This makes the agreement more than a standard export deal, turning it into a broader defense industry cooperation program involving industrial participation, local manufacturing capability, and long-term logistics support. Otokar’s initiative to establish a production facility in Romania clearly demonstrates the company’s intention to build a lasting presence in Europe. This move is expected to enhance Romania’s defense industrial capacity while also increasing the visibility and strategic influence of the Turkish defense industry across the European market.
The visuals and details shared about the project show that the Cobra II family prepared for Romania will not consist of a single standard configuration. Some of the vehicles are reported to be in pickup configuration, designed to support logistics operations and carry larger payloads. In addition, the program is expected to include armored personnel carrier, reconnaissance vehicle, anti-tank vehicle, anti-tank command vehicle, 81 mm and 120 mm mortar carrier, engineering vehicle, CBRN reconnaissance vehicle, and MEDEVAC variants. This wide range of versions highlights Romania’s intention to use the Cobra II not only as a tactical mobility platform but also as a multi-role armored system adaptable to various operational requirements.
A key strength of the Cobra II platform is its improved protection level and broader mission flexibility compared to the earlier-generation Cobra 4x4 vehicle. Reports also point to additional configurations such as radar carrier, air defense, and 25 mm automatic cannon-equipped fire support variants. This demonstrates that the platform is capable of being tailored to different threat environments on the modern battlefield through its modular design. The fact that Cobra II is also used by other international operators, including the Armed Forces of Ukraine, further reinforces its operational credibility in the global market. With the Romania delivery now entering service, Cobra II continues to stand out as one of the most notable examples of Türkiye’s defense export success in the land systems segment.
