Italy has taken a significant step to expand and modernize its armed forces. Following approval in Parliament, the Ministry of Defense will procure two FREMM EVO frigates with upgraded electronics and weapons, alongside 272 Leopard tanks—132 main battle tanks and 140 variants for engineering and other roles. The decision, influenced by the security environment shaped by the war in Ukraine and NATO commitments, is designed to boost both Italy’s operational readiness and its domestic defense-industrial base.
The FREMM EVO order builds on Italy’s previous 10-ship program. After two early units were sold to Egypt, Rome moved to backfill its fleet, bringing the total to 12 frigates once the latest pair is delivered. Priced at roughly €2 billion each, the EVO-standard ships feature enhanced combat management systems, next-generation radar and electronic warfare suites, advanced sonar, naval guns, secure communications, and upgraded missile capabilities—collectively increasing the Italian Navy’s deterrence and blue-water endurance.
On land, the Leopard program is intended to replace aging C1 Ariete tanks and standardize Italy’s heavy armor around a modern platform. A 14-year roadmap begins with a two-year development phase to “Italianize” the Leopard, integrating domestically produced subsystems. Leonardo is slated to supply an electro-optic sensor suite, software-defined radios, a command-and-control system, and potentially a gun barrel. Final assembly will occur in Italy between 2027 and 2037, with comprehensive packages for logistics, training, and ammunition included. The total program cost is projected at about €8.3 billion, supporting local supply chains while strengthening Italy’s role within NATO’s collective defense.
