Defense industry cooperation between Türkiye and Azerbaijan has entered a broader and more institutional phase with the signing of a new agreement. The deal, concluded between Türkiye’s Presidency of Defence Industries and Azerbaijan’s Ministry of Defense Industry, aims not only to advance existing defense projects but also to build strategic capability and support ecosystem transformation between the two countries. In this sense, the agreement shows that the brotherly defense partnership between Türkiye and Azerbaijan is evolving into a deeper, more sustainable, and more systematic structure.
Haluk Görgün, head of Türkiye’s Presidency of Defence Industries, stated that the comprehensive ecosystem approach developed by Türkiye in the defense sector has now reached a level that is referenced internationally. According to Görgün, Türkiye is no longer recognized only for developing defense platforms and products, but also for its institutional structure, governance model, technology development processes, and sustainable industrialization approach. Within this framework, friendly and brotherly nations are showing interest not only in the technologies themselves, but also in the broader defense industry architecture that makes those technologies possible.
Under the signed cooperation agreement, a wide-ranging transformation perspective will be established in areas such as defense industry governance, procurement and contract management structures, research and development and product development processes, technology acquisition, industrialization and export architecture, as well as human resource development. This approach is expected to help strengthen Azerbaijan’s defense industry capacity in a more planned and sustainable way, while also allowing Türkiye’s accumulated knowledge and experience in the field to be shared at an institutional level. As a result, a new model of cooperation is taking shape, going beyond simple technology transfer and moving toward joint thinking and shared capacity building.
One of the most notable aspects of the agreement is the emphasis placed on knowledge transfer and human capital development. In the defense sector, long-term success depends not only on producing systems and platforms, but also on the engineering infrastructure, education mechanisms, decision-making processes, and industrial organization that support them. The new framework established between Türkiye and Azerbaijan is designed to create a multilayered structure that can sustain long-term growth in defense industry capabilities. This may also contribute to the development of more joint projects and a stronger defense industrial ecosystem between the two countries in the future.
According to the statement, the agreement was signed on behalf of Türkiye’s Presidency of Defence Industries by Deputy Head Hakan Karataş, and on behalf of Azerbaijan’s Ministry of Defense Industry by Deputy Minister Hidayet Azimov. The signing represents not only a technical cooperation step, but also a clear indicator that the strategic partnership between Türkiye and Azerbaijan is moving toward deeper integration in the defense sector. In the coming period, the agreement is expected to provide a foundation for stronger cooperation in joint production, technology development, and a more competitive position in international markets.
