Turkey is undergoing a strategic transformation in the field of artificial intelligence. The new "Artificial Intelligence Action Plan" being prepared under the coordination of the Ministry of Industry and Technology is shaped by global standards principles of collective wisdom and societal ownership. The plan is expected to be shared with the public next month and aims to establish Turkey as one of the leading countries designing, producing, and competing globally in these technologies with a strong infrastructure.
Increasing artificial intelligence processing capacity and accelerating digital transformation across all sectors including healthcare, finance, and public services are planned. To this end, educational programs for training artificial intelligence specialists will be expanded. The Presidency of Defense Industries is actively participating in the process. Institutions ranging from TÜBİTAK to HAVELSAN are working to prepare Turkey for the "artificial intelligence age".
Development of Turkish-language large language models is one of the cornerstones of Turkey's artificial intelligence strategy. T3 AI, developed through a partnership between the T3 Foundation and Baykar, was released in beta version in July 2025. Developed as open-source software, the model works in Turkish as well as other languages. Project stakeholders include the Ministry of National Education, Anadolu Agency, TRT, TÜBA, SETA, and Microsoft. The large language model being developed by TÜBİTAK aims to contribute to developing this technology in Turkish and enabling it to think like a Turk.
In terms of data security and sovereignty, Turkey is focused on attracting hyperscale data center investments to the country. Data centers to be established in Ankara through a partnership between Turkcell and Google Cloud will enable data to be stored and processed in Turkey without leaving the country. These centers are expected to become fully operational by 2028.
The defense industry's pioneering role in artificial intelligence projects is a critical component of the strategy. HAVELSAN's MAIN Corporate Artificial Intelligence Platform contains a 9-billion-parameter large language model focused on grasping the nuances of Turkish. The platform offers capabilities in over 200 languages including text comprehension, translation, voice command processing, tactical planning, media analysis, and cybersecurity assistance. The Presidency of Defense Industries is testing scenarios such as interoperability, swarm capabilities, protection of critical underwater infrastructure, and UAV swarm communication with quantum key distribution under the Artificial Intelligence, Quantum, and Autonomous Systems Exercise ALFA.
Public institutions are also conducting work on artificial intelligence transformation. The Presidency of Communications, with the aim of protecting accurate information in the digital space and strengthening the fight against disinformation, has launched artificial intelligence-compatible technical standard transformation on public websites. The Presidency also became the first public institution to share content on the open-source platform Hugging Face, which has over 18 million users. Turkey is also maintaining cooperation with Turkish states in artificial intelligence work. On May 15, at the Organization of Turkic States Informal Summit held in Turkistan, Kazakhstan, decisions were made to develop the Turkish Large Language Model and prepare the OTS Artificial Intelligence and Digital Development Action Plan, with the plan expected to be completed by year-end.
