Türkiye is seeking to strengthen its air and missile defense architecture through renewed talks with Italy over the possible acquisition and co-production of the European-made SAMP/T system. Ankara has reopened discussions as regional tensions and missile threats from Iran have made the issue more urgent. The system in question is produced by Eurosam, the Franco-Italian consortium behind the SAMP/T family.
The renewed interest comes after a period in which earlier efforts failed to move forward. Türkiye and Eurosam had already established a cooperation framework in 2017-2018 to study joint development and production of a missile defense system based on SAMP/T, but the process stalled afterward. Earlier reporting and reference material on Türkiye’s missile defense cooperation noted a 2018 agreement focused on joint development studies.
The current talks appear to be driven by a more pressing threat environment. Recent reporting indicated that NATO moved to reinforce air defenses in Türkiye by deploying an additional Patriot system to Incirlik Air Base, alongside an existing Spanish Patriot deployment there. It was also reported that missile defense reinforcement in Türkiye followed Iranian missile attacks and concern for key sites including the radar in Kürecik and the base at Incirlik.
For Ankara, the issue is not only about buying ready-made batteries, but also about securing industrial participation and co-production. That fits Türkiye’s longer-term defense policy of combining urgent operational procurement with domestic industrial development. In that sense, a SAMP/T deal would serve both immediate security needs and Türkiye’s effort to deepen local capability in long-range air and missile defense.
More broadly, the talks suggest that SAMP/T is again emerging as a serious European option in Türkiye’s layered air defense planning. Whether the process advances will likely depend on the political stance of France, the industrial terms offered through Eurosam, and whether the current regional security pressures continue to push the parties toward a workable agreement.
