Turkey has completed the delivery of its first warship to a NATO and European Union member state through a sales agreement with Romania. The CAm. Roman was handed over to the Romanian Naval Forces Command during a ceremony at Istanbul Shipyard Command. Simultaneously, the Turkish Navy received the TCG Koçhisar, another offshore patrol vessel built at the same facility. Both vessels are equipped with combat management systems, search and fire-control radars, sonar systems, and close-in weapon systems developed by Turkish defense companies including ASELSAN, ROKETSAN, HAVELSAN, Makine Kimya, and TÜBİTAK.
Istanbul Shipyard Command stands as one of Turkey's most critical naval construction centers. The facility has established itself as a producer of high-technology maritime platforms that meet international standards. In recent years, the shipyard has achieved significant success in constructing NATO-compliant vessels, earning recognition from allied nations. The quality and reliability of Turkish-built naval platforms have created international confidence and formed the foundation for such export agreements. The technical expertise and engineering capabilities demonstrated at the facility have positioned Turkey as a credible defense supplier in the global maritime sector.
The CAm. Roman and TCG Koçhisar belong to the offshore patrol vessel category, designed to perform diverse maritime missions including coastal security, sea surveillance, search and rescue operations, and merchant vessel protection. The combat management system, search and fire-control radars, sonar systems, and close-in weapon systems aboard these vessels were entirely developed by Turkish defense companies. This integration of domestically-produced components demonstrates the technical proficiency of Turkish engineers in system design and implementation. The vessels' performance during testing and operational readiness evaluations has validated the quality of Turkish naval platform engineering.
Turkey's defense industry has risen to the 11th position among global defense exporters over the past 23 years despite various sanctions and embargoes. The country has exported more than 140 naval platforms worldwide and is currently constructing more than 50 warships simultaneously. Of these vessels, over 15 are destined for allied and friendly nations, with all platforms incorporating more than 80 percent domestic content. The delivery to Romania represents a demonstration of Turkey's maturity in the maritime defense sector and the strengthening of its position as an international supplier. This milestone reflects the country's capability to meet the security requirements of NATO allies while maintaining competitive advantages in design and production efficiency.
In the global maritime platform export market, Turkey's primary competitors include Italy, South Korea, France, and Germany. Turkish shipyards produce vessels of comparable quality to those of these nations while offering more competitive pricing. The CAm. Roman delivery to Romania demonstrates Turkey's positioning as a reliable supplier in the European market. This achievement also deepens defense cooperation within the NATO alliance in the maritime domain. The strategic partnership between Turkey and Romania, established in 2011, was further institutionalized in 2024 through the establishment of a High-Level Strategic Cooperation Council, creating a framework for sustained defense industrial collaboration.
