HAVELSAN began developing the Fleet-Level Mission Planning (FLMP) Software in 2003, and the system has been in active use by the Turkish Air Force Command since 2007. This national software provides comprehensive capabilities for mission planning and post-mission evaluation across various air platforms, including combat aircraft, training, cargo, early warning and control (AWACS) systems. The software has been successfully accepted and integrated into F-16 aircraft under the ÖZGÜR Project framework.
HAVELSAN, established in 1982, is one of Turkey's leading defense electronics and software companies specializing in critical systems development. The company has built expertise in air force information systems, mission planning software, and integrated avionics solutions. The Fleet-Level Mission Planning Software represents one of HAVELSAN's most significant products, designed to enhance the operational effectiveness of the Turkish Air Force.
The software provides comprehensive operational capabilities including Geographic Information System (GIS) support, route and navigation planning, flight performance calculations, MEA/MSA/ESA analysis, threat and risk assessment, conventional munition attack planning, munition interface integration, mission rehearsal, and post-mission analysis. It integrates fully with the Air Force Information System (HvBS) and supports air tasking orders, airspace information, meteorology, NOTAM, and intelligence data in mission planning processes. The system also features standalone operation capability independent of network connectivity.
The ÖZGÜR Project represents a strategic initiative aimed at reducing Turkey's dependence on foreign defense technology. Under the project, F-16 aircraft undergo structural improvements while integrating domestically developed avionics capabilities and munitions. Starting with intelligent munitions such as TEBER, the system has successfully integrated munitions including HGK, KGK, SOM, and TOLUN. These efforts significantly enhance the Turkish Air Force's technological independence and operational capabilities.
Mission planning capabilities are being extended to national platforms and munitions including HÜRKUŞ, HÜRJET, and KAAN. These integrations enable interoperability across different elements of the Turkish aviation ecosystem and represent a significant step in the digital transformation of national defense technology. Ongoing HvBS integration efforts continue to advance the system's capabilities, with these critical developments reducing Turkey's dependence on foreign defense technologies and playing a key role in the future of national aviation and defense industry.
