Turkey and Egypt have entered a new phase in their rapidly developing bilateral relationship, with defense industry collaboration taking center stage. Turkish defense technology company HAVELSAN and Egypt’s Arab Organization for Industrialization (AOI) have signed a landmark agreement that launches the joint production of vertical take-off and landing unmanned aerial vehicles (UAVs) and unmanned ground vehicles (UGVs) at facilities in Egypt.
The partnership encompasses technology transfer, local production, and training, positioning the cooperation as one of the most comprehensive defense collaborations between the two nations to date. With HAVELSAN providing advanced technological expertise and AOI contributing industrial capacity, the deal is expected to strengthen Egypt’s defense production infrastructure while expanding Turkey’s footprint in the region’s defense market.
According to Prof. Dr. İsmail Numan Telci, an international relations expert from Sakarya University, the defense cooperation follows a series of high-level diplomatic engagements in 2024, including reciprocal visits between Presidents Erdoğan and Sisi. “What began as a political thaw has now evolved into a strategic partnership. This defense agreement is a clear indicator of mutual trust and shared regional objectives,” Telci noted. He also revealed that Egypt has expressed strong interest in Turkey’s National Combat Aircraft KAAN, signaling a deeper alignment in defense priorities.
Experts see this collaboration as a move that could reshape regional defense dynamics, offering both nations an alternative to Western defense suppliers. “Cairo’s occasional tensions with traditional partners like Russia or the West make Turkey an attractive partner — technologically capable and regionally aligned,” said Telci. The partnership also aligns with Ankara’s broader strategy to become a global defense exporter and expand its presence in African and Middle Eastern markets.
For Turkey, the initiative represents a strategic opportunity to enter new export corridors, while for Egypt, it provides access to advanced autonomous systems and local manufacturing know-how. The integration of HAVELSAN’s high-end UAV and UGV technologies with Egypt’s industrial base is expected to deliver mutual economic and technological benefits.
Beyond defense, analysts believe this cooperation will pave the way for collaboration in energy, transportation, and digital infrastructure, making the Ankara-Cairo axis one of the most dynamic regional partnerships of the coming years. As experts emphasize, this development marks not only a milestone in bilateral defense relations but also a potential cornerstone for regional stability and cooperation.
