The Lithuanian Ministry of National Defence has officially completed its Joint Light Tactical Vehicle (JLTV) acquisition program following the mid-February delivery of the final two U.S.-manufactured vehicles. With this latest shipment, the Lithuanian Armed Forces now operate a total of 500 JLTVs, marking a significant milestone in the country’s military modernization efforts. This development positions Lithuania as the largest JLTV operator outside the United States, underlining its growing investment in advanced land capabilities.
The procurement process began in 2019 under a government-to-government agreement signed between Lithuania’s Ministry of National Defence and the United States Government. U.S.-based Oshkosh Defense produced and delivered the vehicles in two phases: an initial batch of 200 units followed by a second batch of 300 vehicles. This phased delivery structure enabled a gradual integration of the new platforms into Lithuania’s force structure while ensuring operational continuity and effective training adaptation.
The JLTV platform is available in four configurations: a two-door utility vehicle, a general-purpose variant, a close combat weapons carrier, and a heavy weapons carrier. The general-purpose variant can be equipped with advanced systems such as the Boeing Compact Laser Weapon System (CLWS), the Kongsberg Protector LW 30 Remote Weapon Station armed with the M230LF cannon, or the Samson dual-stabilized remote weapon system, also integrating the M230 LF gun. This modular flexibility allows the platform to perform reconnaissance, fire support, command, and other mission-critical tasks effectively.
Lithuanian National Defence Minister Robertas Kaunas emphasized that the JLTV program represents a strategic phase in strengthening national division capabilities and deterrence. He highlighted that air defense remains a top priority, noting that a portion of the acquired vehicles will be integrated with the RBS70 NG short-range air defense system. Additionally, Lithuania’s Defence Materiel Agency placed a third order with Saab last December for the Mobile Short-Range Air Defense (MSHORAD) system, which will also be mounted on Oshkosh-produced JLTV 4×4 vehicles.
The JLTV acquisition stands among the largest modernization initiatives undertaken by the Lithuanian Armed Forces in recent years and aligns with the country’s objective to achieve full national division capability by 2030. The Ministry reports that approximately 60% of this year’s defense budget will be allocated to modernization efforts aimed at meeting NATO standards and responding to regional security challenges. These investments are designed to significantly enhance Lithuania’s operational readiness and deterrence posture in the Baltic region.
