Turkish defense software and electronics leader HAVELSAN continues to make waves in global naval technology with its FLEETSTAR Ship Data Distribution System and SUBSTAR Submarine Data Distribution System — critical components regarded as the “heart” of modern surface ships and submarines. These systems manage and synchronize the vast flow of mission-critical data between onboard sensors, radars, weapons, and navigation systems, ensuring seamless operation even under the most demanding maritime conditions.
The story began 15 years ago with the delivery of the first data distribution system for the MİLGEM Project’s lead vessel, TCG Heybeliada (F-511). Building on this foundation, HAVELSAN developed a full “Platform Data Distribution System Family,” now marketed under the brands FLEETSTAR and SUBSTAR. To date, the company has delivered over 60 systems, achieving a combined operational uptime exceeding 300 years across all deployed platforms.
Since 2020, HAVELSAN has been exporting these systems to multiple countries across Europe, Asia, and Africa, integrating Turkish-made naval technology into allied fleets. Over the past year alone, the company has maintained a steady production pace — delivering one system per month — a testament to its robust industrial capacity and international demand.
Operating 24/7 with exceptionally low failure rates, FLEETSTAR and SUBSTAR systems are trusted by naval operators for their performance and resilience. They form the digital backbone connecting and managing shipboard systems — including navigation radars, sonar arrays, communication networks, and weapon systems — to maintain mission coordination and situational awareness.
HAVELSAN has achieved over 80% localization, developing almost all components in Türkiye. The company produces critical subsystems such as Single Board Computers (SBCs), Interface and Timing Cards, Power and Backplane Modules, Time Servers, and GNSS receivers entirely with domestic engineering. These advancements have dramatically reduced foreign dependency while elevating the sophistication of Turkish-made defense electronics.
Designed to function reliably in rough seas and under extreme conditions, the systems ensure continuous data flow, supporting navigation, targeting, and combat operations. With each new integration, HAVELSAN strengthens its position as a trusted global provider of naval command and control technologies.
The growing adoption of FLEETSTAR and SUBSTAR systems across three continents not only underscores the engineering excellence of Türkiye’s defense sector but also solidifies HAVELSAN’s role as a key technology exporter in the international naval market.
