Ari Arms, in partnership with Azerbaijan's Defense Industry Ministry, has commenced production of OR-4 infantry rifles based on the AR-15 platform. The initiative operates through a joint venture established among Ari Arms, Azerbaijan's Defense Industry Ministry, and Iqlim Scientific Production Enterprise. The first rifle produced was presented to President Ilham Aliyev and Vice President Mehriban Aliyeva at the ADEX Defense Industry Fair. Defense Industry Minister Vugar Mustafayev demonstrated the M4-type rifle prototype to President Aliyev and Defense Minister Zakir Hasanov, providing details on the project and production process.
Ari Arms is an Israeli company specializing in firearms manufacturing technology. The firm has concentrated on the AR-15 platform and its variants, exporting these systems to multiple nations. With extensive experience in Western-standard production processes and quality control mechanisms, Ari Arms seeks to modernize Azerbaijan's rifle production capacity through this venture. The company's technology transfer and know-how provision play a critical role in enabling local facilities to meet Western manufacturing standards and operational requirements.
The OR-4 infantry rifle is an advanced variant of the AR-15 platform, designed to meet contemporary military requirements. The system is recognized for its modular design, reliability, and ease of maintenance. The rifle's technical specifications include NATO-standard ammunition compatibility and integration capability with various optical systems, positioning it among modern infantry weapons. Production takes place at a government-owned facility in Azerbaijan that has been expanded for this purpose; the facility previously manufactured only Kalashnikov-type rifles, representing a significant technological upgrade.
Azerbaijan's firearms production sector is advancing to meet regional security needs and strengthen national defense capacity. This project represents a significant step in enabling the country to access Western technology and modernize local production infrastructure. The initial contract encompasses production of tens of thousands of rifles valued at tens of millions of dollars. Azerbaijan aims not only to acquire technology and knowledge but specifically to secure technology transfer from Western nations. This approach forms part of the country's strategy to increase defense industry independence and reduce external supply dependencies.
At ADEX 2026, alongside Ari Arms, Israeli companies Aeronautics, Plasan, UVision, Bagira, and Bird also participated. A notable attendee was a delegation led by Dedi Barnea, former head of Israel's Mossad intelligence service and current chairman of Ondas. These developments indicate deepening and diversifying Azerbaijan-Israel defense cooperation. The localization of firearms production technology holds significance for long-term strategic autonomy and supply chain security in the region.
