Türkiye’s rapidly advancing defense industry is now extending its high-tech capabilities into the civilian domain through an innovative new initiative. The Artificial Intelligence-Supported and Real-Time Monitoring, Warning, and Security Risk Management Project (CANGÖZ) will enable the transfer of advanced defense technologies into the field of social services. The project was formalized through a cooperation protocol signed between the Presidency of Defense Industries (SSB) and the Ministry of Family and Social Services.
During the signing ceremony, attended by SSB President Haluk Görgün and Minister of Family and Social Services Mahinur Özdemir Göktaş, officials emphasized that CANGÖZ will significantly improve service quality in care facilities. The AI-based system will provide real-time monitoring, early warning mechanisms, and rapid risk assessment capabilities. By identifying potential security threats and operational risks in advance, the system will allow immediate intervention, ensuring safer environments for both residents and staff in social care institutions.
Haluk Görgün underlined Türkiye’s remarkable progress in defense industry localization over the past two decades, noting that the domestic production rate has increased from around 20 percent to over 80 percent. Türkiye has not only become capable of meeting its own defense requirements with national resources but has also risen to rank among the top 10 global defense exporters. According to Görgün, this success is built upon strong political leadership, strategic vision, and the contribution of nearly 100,000 skilled professionals working across universities and defense companies.
He further stated that companies operating under the coordination of the Presidency of Defense Industries are increasingly leveraging their technological expertise in civilian sectors such as healthcare and social services. The CANGÖZ Project, which will be developed using domestic and national capabilities, is expected to be widely implemented across social care facilities. By integrating advanced AI, data analytics, and monitoring systems into public services, the initiative represents a strategic step in transforming defense-driven innovation into societal benefit.
Through CANGÖZ, Türkiye aims to combine technological independence with social responsibility, reinforcing both its national security ecosystem and its social welfare infrastructure.
