BREAKING NEWS
One of Türkiye’s largest multinational military activities, the EFES-2026 Joint Combined Exercise, has become notable not only for operational training, but also for its implications for Libya’s military and political balance. According to Anadolu Agency and TRT Haber, military elements linked to eastern and western Libya are taking part in the same exercise framework for the first time. This development is being seen as one of the most concrete military steps so far in support of the “One Unified Libya” vision.
According to the official schedule previously announced by Türkiye’s Ministry of National Defence, the computer-assisted command post phase of the exercise was held between April 11 and April 17, 2026 in Istanbul and İzmir. The ministry also said the live phase of the exercise would take place in İzmir between April 20 and May 21, 2026. This timeline supports the overall framework described around EFES-2026.
The scale of the Libyan participation is also now clearer. Anadolu Agency reported that 331 personnel from eastern Libya and 177 personnel from western Libya joined the exercise. In addition, the Libyan naval element LNS Shafak is also participating. That combination points not just to symbolic messaging, but to both sides appearing together in the same field activity. This final sentence is an inference based on the reported personnel and platform participation.
Türkiye’s Ministry of National Defence also showed how this participation was organized. Official ministry messaging highlighted the arrival of Libyan personnel first from Tripoli and then from Benghazi for the exercise. Reporting by DHA cited the Turkish side emphasizing the goal of “one Libya, one army.” That wording suggests the exercise is being framed not only as tactical training, but also as a politically meaningful platform tied to Libya’s institutional unification efforts. This last sentence is an inference based on the official wording used in public statements.
From a military perspective, the exercise is equally important for Türkiye. The EFES series is widely known as a showcase of the Turkish Armed Forces’ joint operations, amphibious capability, fire support, command-and-control, and multinational coordination. The participation of both eastern and western Libyan elements under that framework reinforces the view that Ankara is trying to play a balancing role in Libya not only politically, but also in the military domain. This final point is an inference based on the structure of the exercise and the nature of Libyan participation.
Taken together, EFES-2026 appears to have evolved beyond a standard joint exercise into a symbolic and strategic platform where Libya’s divided military structures are appearing on the same ground. If this contact develops beyond training into longer-term institutional coordination, EFES-2026 could later be remembered as one of the meaningful turning points in Libya’s military unification process. This final assessment is an inference based on the confirmed participation structure and official statements.
