A significant shift is occurring in France's stance regarding the sale of the SAMP/T air defense system to Turkey. Long obstructed by political opposition, this project has gained new momentum following a June 25 meeting between French President Emmanuel Macron and Italian Prime Minister Giorgia Meloni. According to Reuters, this change in approach opens the door to more advanced negotiations with Ankara.

The SAMP/T is produced by the Eurosam consortium, which brings together MBDA France, MBDA Italy, and Thales. Among European air defense platforms, the system claims to be the only one capable of intercepting ballistic missiles. Technically, it comprises an integrated structure of radar, command control centers, launcher modules, and missiles. The system is designed to provide multi-layered defense against various missile types.

Turkey's air defense requirements are critical within the context of regional threats and the need for NATO standardization compliance. In June, Turkish National Defense Minister Yaşar Güler stated to Reuters that Ankara was evaluating options such as the U.S.-made Patriot and SAMP/T. Turkey emphasized its openness to cooperation involving technology transfer and joint production. This development represents a significant opportunity for Turkish defense industry in terms of localization and technology acquisition.

Cooperation between Turkey, France, and Italy dates back to 2017–2018. At that time, the three nations initiated joint development and co-production work on a long-range air defense program. However, disagreements over Syria, Libya, and the Eastern Mediterranean—linked to Greece and Cyprus issues—strained Paris-Ankara relations and halted the project. Due to Eastern Mediterranean tensions and European Union sanctions, the process has not advanced since 2020.

In the global defense industry context, SAMP/T is regarded as Europe's closest equivalent to the Patriot. However, the system's lack of real combat experience has divided analysts on its effectiveness. A potential agreement is expected to center on the next generation of the system currently in service with French and Italian forces. President Erdoğan and Macron are scheduled to meet during breaks in the NATO summit to discuss bilateral matters.
