Latvia, a NATO member, is moving forward with its armed forces modernization efforts and is currently evaluating options for its next-generation armored combat vehicles (ACVs). Among the contenders is Türkiye’s TULPAR, developed by Otokar, a leading company in the Turkish defense industry. Competing alongside TULPAR are the European consortium’s GDELS ASCOD2 and South Korea’s Hanwha K21. Latvia is expected to announce its final decision by 2028 after conducting a series of field trials.
The testing of TULPAR in Latvia signals a growing defense partnership between the two countries. Notably, Latvia’s Defense Attaché in Türkiye, Colonel Janis Dreimanis, made positive remarks about the vehicle during Latvia’s National Day and Armed Forces Day reception in Ankara. When considered alongside the 2021 visit of Latvia’s Minister of Defense to Türkiye and the signing of a “Defense Industry Cooperation Memorandum of Understanding” this development highlights the increasing export potential and international footprint of Türkiye's defense industry.
Otokar, which manufactures TULPAR, has already established itself as a prominent exporter of armored vehicles. With platforms such as COBRA and COBRA II, Otokar exports to more than 40 countries worldwide. Furthermore, Estonia’s decision to procure ARMA 6x6 armored personnel carriers further strengthens Türkiye's defense ties with the Baltic region.
TULPAR itself is designed with modularity, high firepower, and multi-role flexibility in mind. It comes with engine options ranging from 700 to 1100 horsepower and can be equipped with a wide variety of weapon systems. These capabilities make it a strong candidate to meet Latvia’s operational requirements, providing a modern and versatile solution for its armed forces.
