Germany and Ukraine have launched a new phase of defense cooperation through a broad package of agreements signed in Berlin during President Volodymyr Zelenskyy’s visit. The new framework combines immediate military support with industrial cooperation and is built around air defense, drone production, and long-range strike capability. According to Reuters and Ukraine’s Defense Ministry, the package is valued at €4 billion.
One of the most notable elements of the package is the joint drone production effort. Reuters reported that Germany and Ukraine are moving ahead with a plan to supply the Ukrainian military with thousands of drones through cooperative production, and Zelenskyy described it as a deal that could become one of the biggest drone-related agreements in Europe. The official Ukrainian statement also said the package includes thousands of “mid-strike” drones alongside broader defense-industrial cooperation.
The support package also places major emphasis on air defense. Ukraine’s Defense Ministry said Germany will finance hundreds of Patriot missiles and support additional IRIS-T systems as part of the agreement. Reuters likewise reported that Berlin is backing U.S.-made Patriot missiles and German-made IRIS-T launchers while also committing hundreds of millions of euros to strengthen Ukraine’s deep-strike capabilities.
Beyond direct funding, the agreement shows that Berlin is increasingly investing in Ukraine’s defense-industrial base rather than relying only on external deliveries. In the joint government declaration, Germany and Ukraine said they would deepen cooperation in defense industry, including drones, ammunition, air defense, and long-range capabilities. That matters because it shifts the relationship from donor-recipient logic toward a co-production model designed for sustained wartime output. This last sentence is an inference based on the official declaration and the announced joint production steps.
A key industrial example is Quantum Systems. On April 1, the company announced that Quantum Frontline Industries had completed its first drone batch for the Ukrainian armed forces, marking the move from setup into serial production. On April 14, Quantum Systems announced two more German-Ukrainian joint ventures under the “Build with Ukraine” initiative, one focused on interceptor drones and another on unmanned ground systems.
Taken together, the Berlin agreements show that Germany is not only expanding financial and military backing for Ukraine, but also helping build a scalable industrial model inside the broader European defense ecosystem. The combination of Patriot and IRIS-T support, long-range strike investment, and mass drone production suggests a strategy aimed at both immediate battlefield needs and longer-term force sustainability.
