The Bayraktar TB2, developed by Baykar, has become one of the most successful unmanned combat aerial vehicles (UCAVs) in the world, not only because of its operational achievements but also due to the critical decisions taken during its development and acceptance phases. One of the most striking examples of this process was the firm stance taken by the late Özdemir Bayraktar, who refused to compromise on the use of national technologies.
During the acceptance phase of the Bayraktar TB2, a significant bureaucratic dispute emerged over the radio systems to be used at the ground control stations. Although these radios were not a direct component of the aircraft itself, they played a vital role in ensuring secure communication between the pilots and control towers. A controversial “and/or” clause in the technical specifications became the focal point of the crisis.
If interpreted as “or,” the clause would allow the use of an outdated, foreign-patented radio produced in Türkiye under license by an American company. If interpreted as “and,” however, it clearly pointed to the integration of next-generation digital radios developed by ASELSAN. Recognizing the strategic implications, Özdemir Bayraktar categorically rejected the idea of integrating a foreign, obsolete system into a nationally developed unmanned aircraft platform.
On the final day of delivery, Bayraktar addressed the acceptance committee with a written statement that later became symbolic in Türkiye’s defense industry history. He declared that he would not install a foreign-patented, outdated radio into a national system and stated that he would neither replace the ASELSAN radio nor provide any commitment to do so. This decisive stand reinforced the principle of technological independence and became a milestone in Türkiye’s journey toward a fully indigenous defense ecosystem.
